PM DevINE Scheme full form is Prime Minister’s Development Initiative for North East Region (PM-DevINE). It was announced in the Central Budget 2022-23 to help in the development of the north Eastern Region of India. This scheme is the central sector scheme with full contribution from the central Government. It is a Rs 6000 Crore (approx) initiative to create infrastructure, support industries, social development projects and create livelihood activities for youth and women, to generate employment opportunities. Key Objectives of the PM DevINE Scheme
The Prime Minister’s Development Initiative for the North Eastern Region Scheme has certain objectives in order to develop the North Eastern states of India which are as follows:
- To Fund infrastructure convergently, in the spirit of PM Gati Shakti.
- To Support social development projects based on felt needs of the Northeastern Region.
- Enable livelihood activities for youth and women.
- Fill the developmental gaps in various sectors.
PM DevINE Scheme Institutional Arrangement
Ministry of Finance will communicate the allocation of PM DevINE scheme to the Ministry of Development of North Eastern Region. The Central Ministries/Departments or the State Governments may propose projects for the Scheme. The Central Ministries, the North Eastern Council, or the State Governments will implement the scheme through the project-specific Implementing Agencies.
An Empowered Committee has been formed. The Secretary of the Ministry of DoNER serves as the chairperson of the empowered committee. It will screen, appraise and recommend project proposals for implementation by the proper agency. To ensure proper use of the money allotted under the Scheme, the Committee will also keep an eye on the development of approved projects.
The Empowered committee comprises Secretary, Ministry of DoNER as chairman, Sr. Economic Adviser / Economic Adviser / JS in-charge of PM-DevINE, Ministry of DoNER as member secretary.
CEO, NITI Aayog, or his/ her representative, not below the rank of Joint Secretary. Secretary of the Central Ministry concerned, or his/ her representative, not below the rank of Joint Secretary. Chief Secretary of the concerned NE State(s), or his/ her representative, not below the rank of Secretary Financial Adviser of the Central Ministry concerned. PM DevINE Scheme Projects
Some projects that are currently going on under the PM-DevINE Scheme are: NECTAR Livelihood improvement Project (Multi-State), Promoting Scientific Organic Agriculture in North East India (Multi-State), Construction of Aizwal By-pass on Western Side, Gap funding for Passenger Ropeway system from Pelling to Sanga-Choeling in West Sikkim, Gap funding for Eco-friendly Ropeway (Cable Car) from Dhapper to Bhaleydhunga in South Sikkim, Pilot Project for Construction of Bamboo Link Road at Different Locations in Various Districts in the State of Mizoram etc.
