Primitive Tribal Groups were identified by the Dhebar Commision in 1973. These groups were less developed among the tribal. In 1975 Government of India has identified Primitive Tribal Groups as a separate category and declared 52 groups to be PTGs. Again, in 2006 GOI has changed the name of PGTs to PVTGs. The categorisation of the groups are done by the Ministry of Home Affairs. The PVTGs are those groups among the tribals that are more vulnerable and demand more support from the Government. They are the ones that remain secluded and have traditional practices in many areas of their lives. In order to saturate the community with socio-economic benefits the idea of Panchsheel of Tribals must be followed which states that their rate of development must match with their own ways and they catch up the developmental process at their own pace.
