The Pradhan Mantri PVTG Development Mission Yojana was announced by the Finance Minister of India Shrimati NIrmala Sitharaman in the budget 2023-2024. The PM PVTG Development Scheme also known as PM PVTG Mission is for the development and upliftment of Particularly Vulnerable Tribal Groups of the Country. The PM PVTG Development Mission is announced to benefit the PVTG group who otherwise remain secluded from the mainstream.

About PVTG (Particularly Vulnerable Tribal Group)
The Government of India has notified Scheduled Tribe or SC category to benefit the tribal community of the country through various social welfare programs. The PVTG or the Particularly Vulnerable Tribal Group are those group that are within the scheduled tribe but their lifestyle and customs are such that they become secluded from the mainstream and hence benefits of welfare programs of the Government has not fully reached among this community.
The PVTGs have some specific characteristics such as a stagnant or declining population, low literacy rate, pre agricultural technology use, economic backwardness, distinctive culture, geographical isolation, and hostility towards the regular people.

Primitive Tribal Groups were identified by the Dhebar Commision in 1973. These groups were less developed among the tribal. In 1975 Government of India has identified Primitive Tribal Groups as a separate category and declared 52 groups to be PTGs. Again, in 2006 GOI has changed the name of PGTs to PVTGs. There are a total of 75 PVTGs (census 2011) in the country.
The categorisation of the groups are done by the Ministry of Home Affairs. The provisions for the development of tribal groups are already thought and are present in the Indian Constitution such as in Schedule 5 and Schedule 6 of the Indian Constitution. Government of India has launched several schemes for their development such as Vanbandhu Kalyan Yojana, Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 etc. The PM PVTG Development Mission is another step in achieving the goal of last mile development of the country.
